WHEREAS adequate and reliable electric power is critical to the economy of the United Sates (sic) and the standard of living of all Americans; and

WHEREAS the nation’s electric utilities have provided safe, reliable, economical electricity for over 100 years; and

WHEREAS concerns in some regions about generation shortfalls, limited fuel supplies, and the impact of rising oil prices on electric rates have prompted an increased emphasis on energy conservation programs; and

WHEREAS conservation limits wasteful and unnecessary electricity consumption, it must be recognized as only one of many electricity demand/supply alternatives; and

WHEREAS utility planning must not be restricted to conservation but instead, must embrace the entire spectrum of demand and supply options; and

WHEREAS each utility system is unique and state regulators are in the best position to determine the appropriate conservation activities to be employed by electric utilities under their jurisdiction; now therefore be it

RESOLVED, that the American Legislative Exchange Council supports efforts that ensure that utilities retain the ability to tailor their conservation programs to their individual system needs through coordination with their respective state regulators.
