Resolution Regarding Subsidies for Alternative-Fueled Vehicles
WHEREAS, affordable and dependable energy is essential to modern life, America’s economic competitiveness, and the well-being of American citizens and businesses; and
WHEREAS, anything that increases the costs of energy – particularly without providing a measurable, meaningful benefit to those affected by such an increase – has an immediate and negative impact on citizens and institutions, especially those with low and fixed incomes, the elderly, and local institutions such as schools and hospitals; and
WHEREAS, individuals, families, and businesses should make their own decisions about what kinds of cars to purchase and what kinds of fuels to use; and
WHEREAS, individuals, families, and businesses should not be forced to subsidize others, especially those with higher incomes and greater assets; and
WHEREAS, the federal government and many individual states currently provide direct subsidies in the form of tax credits, rebates, and other incentives to owners of alternative-fueled vehicles, including electric, natural gas, biofuel, propane clean diesel and, in some instances, supporting fueling infrastructure; and
WHEREAS, some states have allowed for agreements in which costs to construct and operate fueling infrastructure is socialized, requiring all ratepayers and taxpayers to pay for the infrastructure that will likely be used by a small minority of consumers.
NOW THEREFORE BE IT RESOLVED THAT the American Legislative Exchange Council opposes all federal, state, and local efforts to compel consumers to subsidize any and all vehicles, fueling infrastructure, or the fuels dispensed by such infrastructure.
